RESOURCE SPECIALIST I

JOB DESCRIPTION

Division: Resource & Training   Date: September 15, 2009    FLSA StatusNon-Exempt

 

PURPOSE

 

Indentify, secure, and process all current and new Family Mentor resources, providing consultation and initial licensing, renewal licensing, updates and monitoring files to ensure all are in accordance with the requirements set by Visinet, Inc.     

 

ACCOUNTABILITIES

 

Will meet with potential foster parents in their home to assess the living environment, ability to meet time schedules, willingness to work with a team, and availability of scheduling.

Will review the basic requirements of licensing with the Family Mentors to determine if they will meet criteria.

Will attend required in-service meetings to obtain required amount of ongoing training fifteen (15) hours per year.

Will complete and submit all designated monthly renewals to Resource and Training Manager for approval two weeks before expiration date, copying and mailing to the State once approval is obtained.

Will complete home study corrections requested by the state within twenty-four (24) hours.

Will complete with potential Family Mentors, the necessary background check releases within timeframes as identified in the Program Specific Manual.

Will complete and submit all renewal background and sexual offender checks (CPS, APS/DMV, finger printing, health/wellness records, etc.)

Will obtain any necessary forms or documentation as needed per the Resource and Training Manager, the DOHC and the Licensing Board.

Will assist the potential foster parents in completing the License Application, Sexual Offender Registry, Health Check forms, and other paperwork as necessary such as the Home Study Questionnaire and training assignments as needed.

May assist with  various presentations during the month regarding foster parenting through the use of various organizations, schools, businesses, mental health facilities, civic organizations, Rotary Clubs, etc. to recruit new foster parents.

Will assist Family Mentors in obtaining a minimum of twenty-eight (28) hours of training for licensure purposes.  Monitor foster parent files to ensure hours are up to date at all times.  Assist foster parents in obtaining approximately twenty-one (21) hours of additional training for the purpose of training the foster parents in specialized expectations and techniques for treatment level services.

May assist with maintaining regular contact with Family Mentors throughout the recruitment, licensing, and training process.

May assist with providing monthly consultation and support to all Family Mentors prior to placement of youth and assist with providing aftercare support when any youth in their home transition out.    

 

ESSENTIAL FUNCTIONS OF THE POSITION AND PERFORMANCE STANDARDS

 

Maintain a daily log, to be submitted every Monday; utilize an outlook calendar daily.

Return emails within twenty-four (24) hours.  Return office messages and cellular messages within one half hour.

Collect all necessary pre-licensure paperwork and assignments, placing them in the foster parent file in appropriate time frames as outlined in the Program Specific Manual.

Meet weekly with Resource and Training Manager  to discuss the following:

Report on the number of home studies completed each week

Report on the number of new families receiving their license each week

Report on specific resource development goals assigned each week

Report on the number of licensed homes unavailable as a resource and the identified measures taken to bring the foster home into compliance with Visinet Inc. expectations.

Obtain from potential Family Mentors list of three (3) personal references, a copy of their drivers’ license, and a copy of their proof of automobile insurance; Contact and document responses from personal references.

Provide the potential Family Mentors with information and exercise relevant to the special behaviors and needs of children placed in foster care.

Adhere to Visinet, Inc.’s Foster Parent Training model in the primary teachings to the potential foster parents.

In the event a potential Family Mentor is already licensed, obtain appropriate releases from their previous agency or entity and complete an updated Visinet, Inc. authored home study.

Review license expiration dates and assist Family Mentors in securing the necessary training to renew their license within 60-90 days of license expiration; maintain files indicating dates of contacts and dates of training with potential Family Mentors. Notify Family Mentor three (3) months prior to their expiration dates. 

Provide home studies to the Resource and Training Manager for review two (2) weeks before the license expires.

Complete new home studies or other licensing job duties as necessary.  Assist with transfers and amended home studies.

Communicate to the potential Family Mentors the need to identify any history of criminal involvement, arrest, convictions, involvement with Child or Adult Protective Services and/or involvement with the Department of Motor Vehicles.

May participate in PRIDE training as directed by the Resource and Training Manager.

May assist with  an aftercare support schedule for foster families in between placements

Complete internal assessments of foster parents as assigned by the Resource Manager.

Keep foster parent phone list updated with expiration dates.

Collaborate with other Resource and Training team members to schedule and plan various activities for the foster parents and children.

Ensure that the Health Insurance Portability and Accountability Act (HIPAA) standards are maintained throughout the program.

Consistently review Continuous Quality Improvement (CQI) plan and ensure the requirements are being met on a daily basis by all employees.

Support and promote programs within Visinet, Inc. and mediate conflicts with community contacts to preserve the reputation and perception of consumers and stakeholders.

Maintain a basic working knowledge of the Visinet, Inc. Families F.I.R.S.T. Model to accurately convey the program and expectations to interested parties.

Other duties (not limited to the above) as determined by Visinet, Inc. Administration.

Meeting Family Mentor Recruitment and Retention goals;

Timely and accurate reports;

Effective relationship with Family Mentors and other stakeholder’s;

Establishes effective communication with Family Mentors as appropriate for position;

Assuring quality of services performed and/or delivered.    

 

RELATIONSHIPS

 

Supervised by:  Resource and Training Manager

Supervises: N/A

Internal: Primarily the Families F.I.R.S.T. Division; interfaces with other Divisions as necessary for enhanced interagency communication

External: Ongoing contact with diverse populations that could be potential Family Mentors; current Family Mentor parents to ensure success while parenting children/youth and mentoring their parents and guardians and Visinet stakeholders on an ongoing basis.   

 

JOB SPECIFICATIONS AND WORK REQUIREMENTS

 

Education

Required: Bachelor’s degree in social work or related field; excellent writing skills;

Desired: Bachelor’s degree in social work or related field and two years of experience completing home studies. 

Experience

Required: Must be at least 21 years of age with a minimum of 3 years experience working with children and families.

Desired: Previous recruiting and public speaking/marketing.

 

Licenses, Certifications, and/or Registrations: Completion of all Visinet, Inc. regular and ongoing training identified for the position.

 

Equipment/Tools/Work Aids: Must be knowledgeable in Microsoft Office Programs including Word, Excel, and Outlook or similar types of software (MDaemon, Google Apps, etc.).

 

Specialized Knowledge and Skills: 

Ability to demonstrate professionalism in the administration of duties;

Strong interpersonal, communication skills;

Ability to work with minimal supervision.

 

Working Conditions:

Varied climates both indoors and outside in homes, neutral locations or related areas.

Ability to work under pressure and meet strict deadlines.
