Job Qualifications
Master's degree preferably in a human service/resource field.  Two years experience in a supervisory capacity. 

This position has the responsibility of carrying out all duties assigned by the Chief Executive Officer concerning services. This position provides guidance and assistance to all staff. The following are examples of duties included within this position:

  • Responsible for all human resource activities to include employment, compensation, labor relations, benefits, training and development.
  • Oversee human resource and billing department staff.
  • Pre-screen job applicants, review application/resume, evaluate applicant skills and make recommendations regarding applicant's qualifications.
  • Develop and maintain relationship with employment agencies, universities and other recruitment sources.
  • Act as the agency HIPAA privacy officer and ascertain that Visinet, Inc. is up to standards with regards to HIPAA compliance.
  • Coordinate chart audits.
  • Aggregate all of the current practices in place for determining outcomes (exit interviews, client demographic data, etc.).
  • Coordinate the completion of the monthly newsletter
  • Prepare and maintain company salary structure, job documentation, and job evaluation systems.
  • Assist in the completion of all of the satisfaction surveys (employees, clients, referral sources, advisory board, etc.).   
  • Design and conduct new employee orientations.
  • Administer and explain benefits to employees, serve as liaison between employees and insurance carriers.
  • Recommend, develop and schedule training and development courses.
  • Provide advice, assistance and follow-up on company policies, procedures, and documentation.
  • Coordinate the resolution of specific policy-related and procedural problems and inquiries.
  • Recommend, develop and maintain human resource databases, computer software systems, and filing systems.
  • Develop methods for the increase in overall retention across the agency
  • Responds to employee relation issues such as employee complaints, harassment allegations, and civil rights complaints.
  • Represents the company for any unemployment claims.
  • Performs interviews, screens/reference checks and recruits job applicants on a professional level, or as needed; place ads when requested.
  • Create and facilitate community presentation to enhance the recruitment of employees/foster parents for all programs
  • Represents management in investigating, answering, and settling grievances, by arranging and scheduling grievance hearings between supervisor and upper administration.
  • Responds to all EEOC and/or NLRB charges.
  • Performs all administrative tasks such as processing benefits paperwork, filing, etc.
  • Responsible for ensuring timely completion of annual performance appraisal process and annual pay reviews.
  • Conducting periodic reviews and market testing of pay rates.
  • Providing accurate reporting to the CEO on turnover, absenteeism, etc.
  • Develop and recommend operating policy and procedural improvements.
  • Research and implement an outcome measurements strategy for all programs.
  • Carry out all of the Council on Accreditation practices for maintaining accreditation standards and compliance (CQI, Strategic Planning, etc.).
  • Coordinate the quarterly employee manual and program specific manual updates.
  • Maintain accurate and updated personnel records on all staff members.
  • Bring incomplete/unclear documentation and payroll issues to the attention of the program coordinator/Director of Operations. 
  • Process payroll by the fifth (5th) day after each respective billing day, adhere to the following guidelines: double check the accuracy of time sheets and daily logs to ensure a match of direct contact hours, record any earned overtime, record and track PTO, transcribe information accurately and submit completed payroll to administration on time as directed. 
  • Assure billing practices are timely and efficient.
  • Track all PTO for employees and report to the COO/CEO/CFO as requested.
  • Monitor and oversee the CADS process.

The beginning pay rate for this position is $30,000. Additional compensation may be applicable based upon educational and professional experience. Full time benefits for an individual in this position are outlined in the Employee Manual.
