BEHAVIORAL LEARNING CENTER MANAGER (BLCM)

JOB DESCRIPTION

Division: Behavioral Health Services  Date: September 15, 2009   FLSA Status:  Exempt  

 

PURPOSE

 

Under the guidance of the Behavioral Health Services Director, performs a variety of duties and responsibilities to manage and coordinate all operations of the BLC, assuring fidelity and quality of services provided within the Families F.I.R.S.T. Model.     

 

ACCOUNTABILITIES

 

Meet weekly with the BHS Director to provide program updates and weekly statistics.

Meet weekly with staff and implement on-going procedures to establish, maintain and increase quality and efficiency throughout the program.

Facilitate bi-weekly meetings between BLC staff.

Attend team meetings regarding specific youth when needed.

Meet with the Clinical Director weekly.

Attend NCI training and renew certification yearly.

Attend CPR/First Aid training and renew certification as needed.  

 

ESSENTIAL FUNCTIONS OF THE POSITION AND PERFORMANCE STANDARDS

 

Conduct annual evaluations on staff.

Accept new referrals and processes all intake paperwork in a timely, efficient manner.

Gather and/or complete all initial documentation to illustrate that youth coming in at various levels meet their respective levels of care.

Obtain and ensure that all collateral documentation is in the client (s) file prior the youth entering the BLC or as soon as it is completed.

Update referrals and maintain authorizations on all clients at all times.

Review client files monthly for missing documentation and follow the appropriate protocol for missing documentation.

Send out customer satisfaction surveys to referral sources.

Oversee and sign all incident reports.

Enforce deadlines for all referral sources and center staff documentation.

Submit payroll and billing information to the appropriate individuals by the end of  the month and on the sixteenth (16th) of the month.

Delegate necessary tasks to the center staff within the program.

Be certain that BLC Licensing requirements are followed at all times.

Assign all children to appropriate staff members in an efficient and timely manner while maintaining acceptable full-time equivalent ratios.

Assure completion of program specific outcome measurement tools for all clients.

Maintain licensing with the appropriate entities (State of Nebraska) and compliance with Nebraska Medicaid and other funding sources as appropriate.

Enforce all staff’s job descriptions and Visinet, Inc.’s EM/PSM and initiate appropriate discipline procedures as necessary.

Problem-solve crisis issues in an efficient and effective manner.

Participate in the interview process and implement creative recruiting techniques of referral sources and center staff to keep the program at the highest level of quality and competitive at all times.

Consistently review Continuous Quality Improvement (CQI) plan and make sure that all it is being carried out within the program on a daily basis by all employees. 

Ensure that Health Insurance Portability and Accountability Act (HIPAA) standards are maintained throughout the program. 

Follow the emergency protocol for suicide/homicide, abuse/neglect and other potential safety issues.

Ensure that staff is maintaining appropriate interventions with their clients at all times.

Oversee the center’s curriculum/activities.

Provide aids in educating parents and/or referral sources of the education program of Center.

Plan and implement the daily programs in accordance with the Center philosophy.

Provide stimulating experiences for children to meet their intellectual and emotional needs.

Establish professional and supportive relationships with children, staff, parents and community representatives.

Collaborate with interagency coordinators and other program coordinators to ensure appropriate interfacing of all services within the company.

Coordinate positive, effective communication between funding/referral sources.

Consult the BHS Director and/or Clinical Director on all potential liability issues.

Provide informative feedback, creative quality improvement strategies, and ways to increase client referral base on a consistent basis.

Ability to supervise a variety of personalities appropriately, effectively; keeping in mind that all employees regardless of their level of hierarchy with the company shall be treated fairly, objectively, and without prejudice. 

Comply with instructions by established deadline as determined by BHS Director/CEO/CFO. 

Willingness to accept additional duties when assigned. 

Other duties (not limited to the above) as determined by Visinet, Inc. Administration.

RELATIONSHIPS

 

Supervised by: Behavioral Health Services Director.

Supervises: BLC Staff.

Internal: Works harmoniously with other Managers/supervisors and/or administrative staff.

External: Continual Contact with parents; staff and all other professional & community representatives.

 

JOB SPECIFICATIONS AND WORK REQUIREMENTS

 

Education

Required: Bachelors Degree in Human Services or related field.

Desired: Masters Degree in Human Services, or related field.

 

Experience

Required: Minimum of 3 years working with at risk children and families.

Desired: Prefer prior supervisory experience.

 

Licenses, Certifications, and/or Registrations: Clear Criminal History Background and Adult/Child Abuse checks, as well as all program specific certifications, Model specifics, NCI, First Aid/CPR, Car Restraint, Defensive Driving, clearance from all background checks and drug screens (Trainings offered by Visinet, Inc.)

 

Equipment/Tools/Work Aids: Working knowledge of computer with programs such as Microsoft Word, Excel, etc.

 

Specialized Knowledge and Skills:  Knowledge of child and family service systems. Inter-workings of Health and Human Services processes beneficial.

 

Working Conditions: Basic controlled environment in office setting. Some field contacts may be required one occasion.
