Behavioral Learning Center (This is currently a Lincoln based program only)

Definition?
Behavioral Learning Center (BLC) provides an intensive level of service to youth ages 2 to 12 who may require a higher level of supervision and structure then what is provided in a traditional child care setting.  BLC may be accessed to help children stabilize in a child care setting.  BLC accepts children who have mild to severe behavioral problems and/or who have not been successful in other child care settings.  The BLC Coordinator will complete an assessment of each youth and create an individualized care plan based on developmental, emotional and behavioral information provided by the youth?s legal guardians or community professionals.

Service goals of Visinet, Inc.'s BLC include: 1) to enhance the ability for the child(ren) to maintain in a stable child care environment, 2) to provide structured activities that will help the child control and/or prevent behavior outbursts that have prevented them from attending traditional child care settings,  3) to provide, refer to, and coordinate services needed to achieve or maintain family safety, stability, independence, and unity, 4) to provide a structured Behavior Modification Plan to assist each child in being successful in transitioning back to a traditional childcare setting , 5) maintain the youth in the least restrictive environment and help prevent discharge to a high level of care (i.e. inpatient child and adolescent mental health treatment center).

Visinet, Inc.'s BLC offers a structured environment and individual attention to each child.  The BLC will develop a specific care plan with interventions to assist each child with gaining the necessary skills. The BLC will also provide educational and recreational activities specific to the developmental level of each child.  The BLC Coordinator will meet weekly with the clinical director to review each child?s plan of care.  BLC child/staff ratio will be maintained at a level no more than 1:6 to provide adequate supervision and instruction to each child.  

Visinet, Inc.'s BLC staff will make contacts with the client/family on a weekly basis providing assessment, support, education, resource enhancement and progress/discharge services. 

How do I access services?
A referral must be sent to the Visinet, Inc. BLC Coordinator.  Contact the BLC Coordinator to obtain this form.   

What are the criteria? 
Families who qualify may be involved with Nebraska Health and Human Services (NHHS)/Integrated Care Coordination Unit (ICCU).  We also accept families who need the extra support of a specialized service plan for the youth who may have not been successful in previous child care placements due to behavioral, developmental, or emotional issues. 

Payment?
This service requires a referral from the case manager accompanied by an authorization from Title XX, ICCU, Child Welfare Funds and/or private pay.
